Challenges for the operation of councils for the rights of older people and their social consequences

Abstract Objective to understand the perceptions of councilors about functioning councils for rights older people in state Rio Grande do Norte. Method This is an analytical cross-sectional study with a quantitative approach carried out municipal 109 participated, predominance full members, female, from government representation and higher education level. Results Several challenges were identified performance operation councils, among which stand out: isolated actions, low participation members civil society, little time discussion meetings need valid instruments monitor actions councils. Low technical knowledge aversion divergences political positions also evidenced. Conclusion it essential ensure intersectoral policies, greater independence executive and, above all, training democratic strengthening so that they can not only promote, but exercise socio-political protagonism based on collective construction social representation.
